How can I make fake blood or just hot water in matte black for Halloween? Scream your mask you put water and red dye in the blood to run through the face.

Where are some cheap places to get sticks and LED lights shine?
I am helping to organize a (relatively big maybe 200 people?) From midnight to capture the flag game, and I am responsible for the color scheme and find a way to differentiate between the two teams. For banners, will probably need small LED lights, and a way to tell between the teams, we look halo necklaces / bracelets. Does anyone know a place to get cheap goods this? Or, if you have other ideas, please reply with them!
