Lever Faucet

Lever Faucet
Why can not pour cold water (single lever bathroom sink faucet)?

The bath room sink faucet was replaced. Cold water works as hot water flows very limited. The valves are turned to allow flow of water. What? The valve has a single lever that turns cold, hot water. If someone could find a site with + photos, would be useful. I have no idea what the band is.

lever faucet has a ring in the center if you are not sitting properly, which will rotate in one direction more than others. or if not replace the cut on the cold side and if it is there for a while, can open any way but the ball inside the court could be debris or stuck halfway open:) First thing is the screen control on the tip of Faust saw it take the UN out of the water to see what happens:)
